Meaningful Use are criteria for use of HITECH Act electronic health record technology set by the Center for Medicare & Medicaid Services / CMS.

Meaningful Use is using certified EHR technology to
a) Improve quality, safety, efficiency, and reduce health disparities
b) Engage patients and families in their health care
c) Improve care coordination
d) Improve population and public health
e) All the while maintaining privacy and security.

Meaningful use should lead to reduced health care costs. Health care providers must demonstrate meaningful use in order to be compensated and /or avoid penalties under the HITECH Act.

Meaningful use also requires the ability for exchange electronic medical records with other providers and to sent information to HHS.
